Recommendations

The ACT Custodial Inspector was established to provide independent oversight of ACT correctional and youth detention facilities, focusing on continual improvement and prevention of ill-treatment.

The Custodial Inspector has developed dashboards that provide interactive reporting of recent recommendations made by independent bodies about the Alexander Maconochie Centre and Bimberi Youth Justice Centre. The reports include recommendations made by the ACT Office of the Inspector of Custodial Services and other entities including the ACT Coroner, ACT National Preventive Mechanism, ACT Human Rights Commission, ACT Ombudsman, ACT Auditor-General, ACT Legislative Assembly Committees and the Jumbunna Institute for Indigenous Education and Research. The dashboards also provide an overview of the Custodial Inspector’s assessment of the implementation of recommendations made by this office.

The purpose of these dashboards is to promote awareness, transparency and accountability to achieve the objectives of continuous improvement and prevention of ill-treatment.

As noted in the Definitions tab in the dashboard, the ACT Government uses a range of response categories, including Agreed in Part, Agreed in Principle, Noted, Existing Government Policy and To Be Advised (TBA). While these categories may provide additional context about the Government's response to recommendations, they can make it more difficult to assess overall levels of acceptance and implementation in a consistent way. For OICS reporting purposes, a key measure is whether a recommendation has been Agreed or Not Agreed.  Using this approach, as at August 2026, 125 of the 213 OICS recommendations have been agreed by Government. OICS will still assess implementation on all recommendations except those that were ‘not agreed’.
