ACT National Preventive Mechanism publishes Standard Operating Procedures

The ACT NPM has published its Standard Operating Procedures (SOP).

The SOP complements and is to be read together with the ACT NPM Guidelines. The SOP sets out agreed arrangements and working methods for how the three agencies that comprise the ACT NPM — the ACT Custodial Inspector, ACT Human Rights Commission and ACT Ombudsman— will exercise their functions as the ACT NPM.

The SOP has been developed consistent with the obligations in the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and the provisions of the Monitoring of Places of Detention (Optional Protocol to the Convention Against Torture) Act 2018 (ACT).

The SOP includes, where relevant, additional references to best practice as set out in the various guidelines and jurisprudence of the United Nations Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UN SPT).
