2025-26 Annual Report Published
12 Oct 2026The Office of the Inspector of Custodial Services (OICS) has released its eighth Annual Report, highlighting another year of independent oversight of detention facilities and services in the ACT.
As OICS moves beyond its formative years as an independent detention oversight body, its work continues to focus not only on making recommendations to improve detention environments, but also on assessing the ACT Government’s progress in implementing accepted recommendations.
Key work undertaken during the reporting period included:
- The third Healthy Prison Review of the Alexander Maconochie Centre
- Four critical incident reviews
- Ongoing monitoring of youth detention through the ACT National Preventive Mechanism (NPM)
This work reflects OICS’s preventive oversight mandate: identifying risks to people in detention, making recommendations for improvement, and supporting positive change through constructive engagement with detaining authorities.
The Annual Report provides an overview of OICS’s activities, key findings and recommendations, and progress towards improving outcomes for people in detention across the ACT.
